Why Hardware Startups Keep Failing at Requirements Management
The hardware startup graveyard is full of technically capable teams. Good engineers, real funding, genuine demand for the product. The autopsy rarely points to a bad idea or an inability to execute. It points to program management debt that accumulated quietly during the early phases and then became catastrophic at exactly the wrong moment — during a critical design review, a customer audit, or a safety certification attempt.
Requirements management is where most of that debt originates. And the failure modes are consistent enough that they deserve to be named directly.
The “We’ll Document Later” Trap
Every hardware startup that has walked into this trap tells a version of the same story. The founding team moves fast in the early months. Decisions get made in Slack, on whiteboards, in quick calls with early customers. The product is changing weekly. Writing formal requirements feels like overhead for a program that hasn’t found its shape yet. Someone on the team — usually a founder or a lead engineer — makes the call: we’ll document once things stabilize.
Things do not stabilize on their own. What actually happens is that the product gets more complex, the team grows, and the informal knowledge that existed in three people’s heads becomes distributed across fifteen. The decisions that were made implicitly — the performance threshold that was chosen because a customer mentioned a number once, the interface assumption that was never written down, the safety margin that came from a conversation with a supplier — are no longer accessible in any structured way. They exist as tribal knowledge, unevenly distributed and increasingly unreliable.
When stabilization finally forces a documentation effort, the team discovers that reconstructing requirements from a delivered design is not requirements engineering. It is archaeology. And it produces documents that describe what was built rather than what was intended, which means they are useless for the actual purposes of requirements management: driving design decisions, managing change, and demonstrating compliance.
The “document later” decision is never actually reversed. It is deferred indefinitely, and each deferral makes the eventual reckoning worse.
The Excel-to-Chaos Pipeline
For teams that do attempt early requirements capture, the default tool is a spreadsheet. This is understandable. Excel and Google Sheets are universal, require no procurement process, and can be stood up in an afternoon. For a team of three writing twenty requirements, a spreadsheet is functional. Spreadsheet-based requirements management scales linearly in complexity and exponentially in fragility. As the requirement count grows from twenty to two hundred, the columns proliferate. Every implicit connection is a liability. When a requirement changes — and in hardware development, requirements change constantly — the team must manually identify and update every downstream artifact that depends on it. There is no mechanism to enforce this. There is no way to query “which test cases are affected by this change?” without reading every row. There is no way to generate a coverage report without building a pivot table from scratch.
What teams end up with is a document that looks like a requirements database but behaves like a narrative. It describes a state that existed at some point in the past. The actual requirements — the ones the engineers are designing to — live in people’s heads, in design documents, in comment threads. The spreadsheet has become a compliance artifact rather than an engineering tool.
This is the Excel-to-chaos pipeline: start with a manageable document, add complexity, lose coherence, and arrive at a state where the requirements artifact is actively misleading. Teams in this state spend enormous energy maintaining the illusion of traceability rather than doing requirements engineering.
What Survives Scaling
The hardware startups that make it through first article to production to growth share identifiable practices. They are not all using the same tools. They do not all have the same team structures. But they have made the same foundational decisions early.
They define the system boundary before writing requirements. The first engineering artifact is a context diagram or an N2 diagram — something that forces the team to agree on what is inside the system, what is outside it, and what crosses the boundary. This sounds trivial. It is not. Teams that skip this step spend months arguing about whether a requirement belongs to the system or the environment, whether an interface is an input or a constraint, whether a particular failure mode is in scope. Teams that do it have a shared model they can point to.
They separate stakeholder needs from system requirements from component specifications. The confusion between these three levels is one of the most reliable predictors of requirements failure. Stakeholder needs describe what users and operators want in their language. System requirements describe what the system must do to satisfy those needs, in engineering terms. Component specifications describe how a particular design element implements a system requirement. Mixing these levels produces requirements that are simultaneously too abstract to design to and too specific to trace from customer intent.
They treat requirements as a model, not a document. The teams that survive do not think of their requirements as a Word file or a spreadsheet. They think of them as a network of connected nodes — needs linked to requirements linked to design decisions linked to test cases. Whether they are using a formal tool to maintain this model or doing it by discipline in Confluence, the mental model is the same: everything is connected, and changes propagate.
They review requirements before reviewing designs. In dysfunctional programs, requirements reviews are treated as a formality that precedes the real review: the design review. Requirements are presented as evidence of process compliance. In functional programs, the requirements review is where engineering decisions get made. Are these requirements complete? Are they testable? Are they traceable to a stakeholder need? Teams that treat this review as substantive catch problems that would otherwise survive into hardware.
When to Invest in Proper Tooling
The conventional wisdom in hardware startup circles is that requirements management tooling is an enterprise problem — something you need when you have a hundred engineers and an FDA audit coming. This is wrong, and it is getting more wrong as tooling costs decline.
The right time to invest in structured requirements tooling is before your first external review. That is the inflection point where the cost of informal management becomes visible. A customer technical review, a preliminary design review with a major partner, a safety review with a certification body — these events require you to demonstrate traceability in a form that someone outside your team can evaluate. If you have been managing requirements informally, preparing for this review requires rebuilding your requirements structure from scratch under deadline pressure. The cost of that rebuild, in engineering hours and in delay, is almost always higher than the cost of doing it right from the beginning.
The argument against early investment used to be legitimate. Legacy requirements management tools — IBM DOORS, Polarion, Jama Connect — carry significant implementation overhead. They require trained administrators, lengthy onboarding, and licensing structures that do not fit startup scale. A ten-person hardware team could not realistically adopt these tools at seed stage without diverting significant resources from product development.
That argument is much weaker now. A new generation of requirements tools is designed for exactly the startup context: smaller teams, faster programs, less tolerance for administrative overhead. The cost and complexity barriers have dropped substantially.
The Tooling Tier That Matters for Startups
For startups that want to build on a solid foundation from day one, the relevant question is not whether to invest in requirements tooling but which generation of tooling to adopt.
The legacy tools are not the right answer for most startups. Their strength is in large-scale, heavily regulated programs where the administrative overhead is justified by the compliance burden. Adopting them at early stage is like buying an enterprise ERP system for a ten-person company — the capability is there, but the overhead will damage velocity rather than support it.
