Why Does Requirements Churn Cost 10x More in Hardware Than Software?
In software, a late requirement change is painful. In hardware, it’s potentially program-ending. That difference isn’t hyperbole—it’s physics, procurement lead times, and regulatory reality. Engineering managers who’ve worked in both domains know this instinctively, but the mechanics are worth making explicit, because understanding the why leads directly to the interventions that actually help.
The Software Case: Painful but Bounded
When a software requirement changes late in development, the blast radius is real but recoverable. A developer updates the relevant module, the CI pipeline runs, tests execute, and a new build is available in hours or days. If the change breaks upstream interfaces, those interfaces get updated in the same sprint cycle. Rework is measured in engineer-hours, not calendar weeks.
The costs accumulate—context switching, broken test suites, re-review cycles—but the fundamental constraint is human time. You can throw more developers at it. You can work in parallel. You can ship an interim release and iterate. The material world doesn’t care what version your requirements are on.
The Hardware Case: Every Change Touches the Physical World
Hardware doesn’t iterate in sprints. When a system-level requirement changes after detailed design begins, the consequences propagate through layers that are expensive to touch:
Design work. Component selection, schematic capture, PCB layout, mechanical modeling—all of this has to be revisited. Depending on how far design had progressed, you’re not talking about editing a function. You’re talking about revising assemblies that took months to produce.
Drawings and documentation. Engineering drawings are controlled artifacts. Changes require formal ECOs (Engineering Change Orders), revision cycles, and sign-off from multiple disciplines. A single changed component can trigger dozens of drawing revisions.
Procurement. This is where cost multipliers become real. Long-lead components—FPGAs, specialized sensors, custom connectors, power semiconductors—carry lead times of 20 to 52 weeks in current market conditions. A design change that swaps out a component means canceling existing purchase orders (often with cancellation penalties), re-qualifying new suppliers if necessary, and restarting the procurement clock.
Test procedures. Every test procedure is derived from requirements. Change the requirement, and every test that traces to it has to be reviewed and likely revised. In regulated industries—aerospace, defense, medical devices—revised test procedures often require independent review and approval before they can be executed.
Qualification and certification. This is the largest cost multiplier. If a changed requirement touches a safety-critical function, an emissions compliance parameter, or a qualification boundary, you may be facing full or partial re-qualification. That’s not weeks. That’s months, and sometimes millions of dollars.
A Realistic Example: Power Budget Change at CDR
Walk through a concrete scenario. A satellite payload program reaches Critical Design Review (CDR) with a power allocation of 45W for the RF subsystem. Three weeks after CDR, the customer’s systems engineering team updates the interface control document: the bus can only allocate 38W to the RF subsystem due to a thermal management constraint discovered during bus-level thermal vacuum testing.
Here’s what that 7W reduction actually costs:
RF subsystem redesign. The power amplifier selected was sized for the 45W budget. At 38W, a different amplifier stage is required—different device, different bias network, different impedance matching. The RF PCB layout has to change because the new amplifier has a different footprint and thermal pad geometry.
Thermal analysis. The original thermal model was baselined at CDR. A new amplifier with different dissipation characteristics means the thermal model has to be rerun. If the new device runs hotter in a different location on the board, heat strap routing may change, which touches mechanical design.
Procurement restart. The original power amplifier was already on order—probably a 26-week lead part. That PO gets canceled, likely with a 15–25% cancellation fee. The new device gets put on order, restarting the 26-week clock. The program schedule slips by the time required to source and receive the new part, often pushing past the next integration milestone.
Drawing revisions. The RF board assembly drawing, the schematic, the BOM, the interface drawings to the chassis, the cable harness drawing if connector locations shifted—all require revision and ECO sign-off.
Test procedure revisions. Every RF performance test procedure that references power consumption, efficiency, or output power at the old operating point has to be reviewed. The RF acceptance test procedure, the system-level power budget verification procedure, the thermal performance test procedure—all touched.
Re-qualification exposure. If this payload is on a program with a government customer and the RF subsystem had already been through a qualification test campaign, the customer may require re-qualification of the modified assembly. That’s environmental testing—vibration, thermal vacuum, EMI—on new hardware that hasn’t been built yet, using revised test procedures that haven’t been approved yet.
Total program impact for a 7W change discovered three weeks after CDR: 4–6 months of schedule slip, $800K–$2M in direct costs depending on qualification scope, and erosion of team confidence in the requirements baseline.
That same change, caught during preliminary design, would have meant two weeks of trade study time and no procurement impact. Caught during concept phase, it would have been a whiteboard conversation.
What Actually Reduces Churn Cost
There are three interventions that move the needle. Two of them are process changes. One of them requires tool support to be practical at scale.
1. Catch Instability Early Through Impact Analysis
The earlier a requirement instability is identified, the lower the cost to respond. This sounds obvious, but most programs don’t actively monitor requirement stability—they discover instability when a downstream team raises a conflict.
Impact analysis means, before a requirement is baselined, asking: what design decisions does this drive? What does this connect to? If this changes, what changes with it? Requirements with high fan-out—requirements that drive many downstream design decisions—are the ones where instability is most expensive. They should be scrutinized more heavily during early reviews, not treated identically to narrow, well-bounded requirements.
Programs that track requirement volatility (how often a requirement has changed, how many change requests have been raised against it) can identify which requirements are likely to move again. These are the requirements that should not be driving long-lead procurement or permanent design decisions until they’ve stabilized.
2. Maintain Live Traceability So Change Scope Is Visible Before Work Begins
The cascade effect in the satellite example wasn’t inevitable—it was the result of not knowing, at the moment the power budget changed, what was connected to it. If a program’s traceability is captured in a static RTM spreadsheet that was last updated at CDR, nobody can tell you in real time what a proposed change touches.
Live traceability—where requirements are linked to design elements, test procedures, verification methods, and procurement decisions in a connected model—means that when a change request comes in, you can see its scope before you commit engineering hours. You can answer: which subsystems are affected? How many drawings trace to this requirement? How many test procedures need review? What’s the procurement exposure?
This is the difference between managing change reactively and managing it with visibility. Program managers can scope a change before the affected engineers have even been notified—which changes the conversation from “how bad is it?” to “here’s what it touches, let’s decide how to respond.”
3. Short Requirements Review Cycles, Not Milestone-Gated Reviews
Traditional hardware programs review requirements at program milestones: SRR, PDR, CDR. The problem with milestone-gated reviews is that requirements keep changing between milestones, and those changes accumulate unseen until the next formal review surfaces the conflicts.
Short review cycles—bi-weekly or monthly requirements reviews at the system and subsystem level—mean that instability is surfaced continuously rather than discovered in bulk. They also create a natural forcing function: if a requirement is being revised frequently between reviews, that pattern becomes visible to program leadership before it creates downstream damage.
These reviews don’t have to be heavyweight. A 45-minute working session where requirements owners walk through recent changes, flag unstable requirements, and review impact on downstream work is enough to create the visibility that prevents surprises.
The combination of short cycles and live traceability is what makes this practical. Without tool support, bi-weekly requirements reviews become documentation maintenance sessions—the overhead crowds out the analysis. With live traceability, the review can focus on decisions rather than status updates.
The Honest Assessment
Requirement churn in hardware programs is not fully preventable. Customers change their minds. Constraints get discovered late. Interfaces shift. The goal is not zero churn—it’s making churn visible early enough that programs can respond with choices rather than reactions.
The 10x cost multiplier isn’t a failure of your team. It’s the structural reality of working in a domain where requirements drive physical decisions that are expensive to reverse. The job of engineering management is to push decision-making earlier in the process, maintain visibility into what connects to what, and create the review rhythm that surfaces instability before it’s embedded in hardware.
Programs that do this well don’t have fewer requirement changes. They have fewer requirement changes that become procurement restarts.
