Requirements management is not about writing better documents

If you’re new to formal requirements management, the first thing to understand is what it isn’t. It isn’t a documentation exercise. It isn’t a compliance checkbox. And it isn’t something that only aerospace and defense teams need to care about.

Requirements management is the continuous practice of capturing what a system must do, keeping that understanding consistent across teams, tracing it through design and verification, and updating it when things change — which they always do.

Every hardware or embedded systems project already does a version of this, whether or not it’s called requirements management. The difference is whether it’s done intentionally, with tools that support it, or informally in email threads, Confluence pages, and engineering tribal knowledge. The informal version works fine until a subsystem ships with a misunderstood interface, a safety case falls apart during audit, or the new engineer on the team has no idea why a decision was made six months ago.

Formal requirements management is how teams avoid those failure modes at scale.


The core activities

Requirements management spans five interconnected activities. Most tools and processes focus on one or two — that partial coverage is where most teams run into trouble.

Elicitation is the process of drawing out what a system needs to do from stakeholders who often can’t fully articulate it. Customers say “it needs to be fast.” Engineers need to know fast means response time under 20 milliseconds at 95th percentile load. Elicitation is the translation work between intent and specificity. It includes interviews, workshops, review of predecessor systems, regulatory documents, and competitive analysis.

Documentation is capturing requirements in a structured, unambiguous form. The classic pitfall here is natural language ambiguity — words like “appropriate,” “adequate,” and “sufficient” that sound meaningful but can’t be tested. Good requirements documentation uses consistent templates, defined terms, and measurable acceptance criteria.

Traceability is the practice of linking requirements to the design elements, test cases, verification activities, and upstream sources that correspond to them. A traceability matrix answers the question: “If this requirement changes, what else is affected?” and its inverse, “What requirement justifies this design decision?” Without traceability, change impact analysis is guesswork.

Change management is how the team handles the fact that requirements evolve. Scope creep, customer feedback, supplier constraints, regulatory updates — all of these hit requirements. Change management means that changes are reviewed, their downstream effects are assessed, and the decision to accept or reject a change is recorded. Without this, you end up with versions of requirements floating across different documents, no one sure which is current.

Validation is confirming that the requirements actually represent what stakeholders need — distinct from verification, which confirms the system meets the requirements. You can build a system that passes every test and still fails to solve the problem if the requirements were wrong to begin with. Validation closes that loop through reviews, prototypes, simulations, and staged delivery.

These five activities form a cycle, not a sequence. Change in any one of them triggers work in the others.


How requirements management evolved — and why older approaches still fail teams

Requirements management as a formal discipline grew out of large defense and aerospace programs in the 1960s and 70s. Systems were complex, teams were large, and the cost of rework was measured in years and billions. The Military Standard 490 and similar frameworks established structured requirements documentation as a contractual necessity.

The tools that emerged — and that many enterprises still use today — were built to support a waterfall model: requirements are defined upfront, baselined, and then executed against. IBM DOORS, one of the most widely deployed requirements management tools in existence, was architected in this era. It’s powerful and deeply embedded in certified engineering workflows, but its data model is fundamentally document-centric. Requirements live in modules, linked by manually maintained traces, managed through check-in/check-out workflows that reflect a time when the primary risk was two engineers editing the same file.

When agile methods arrived in software, the response from hardware teams was mixed. Pure agile — requirements living as user stories in a backlog, refined each sprint — doesn’t map well to hardware where design decisions have long lead times and certification requires evidence trails. What emerged in practice is a hybrid: agile delivery rhythms with formal requirements baselines for certification and supply chain management. Most hardware teams now operate this way, even if they don’t label it.

The problem is that most requirements tools didn’t adapt to this hybrid reality. They’re still optimized for stable, fully-specified requirements sets that don’t change until a formal change request is processed. Real programs don’t work that way.


What good requirements management actually looks like in 2026

The practice has changed more in the last three years than in the previous two decades. Three shifts define what leading teams are doing now.

From documents to models. The shift from document-based requirements management to model-based systems engineering (MBSE) has been discussed for years, but it’s now operationally mainstream in complex programs. Instead of requirements living in a Word file or a flat DOORS module, they exist as nodes in a connected model — linked to architecture elements, functional flows, interface definitions, and verification evidence. This means changes propagate visibly. If a system-level performance requirement changes, the model shows you every downstream element that needs review.

From manual traceability to automated gap detection. Maintaining a requirements traceability matrix (RTM) by hand is labor-intensive and error-prone. Modern tools can analyze a requirements set and flag missing links, orphaned requirements with no verification evidence, and derived requirements that have no parent. This doesn’t eliminate the engineering judgment needed to resolve those gaps — it just surfaces them before they become audit findings or field failures.

From reactive change control to AI-assisted impact analysis. When a requirement changes, the question “what else is affected?” used to require a senior engineer walking through the model manually. AI-assisted tools can now generate impact assessments automatically, flagging affected test cases, design documents, and dependent requirements in seconds. This makes change management faster and gives junior engineers access to the same analytical depth previously locked in institutional knowledge.

Define “requirement” for your context. A requirement is a statement of what a system must do or be, written to be verifiable and unambiguous. Not every constraint is a requirement — some are design decisions, some are assumptions, some are goals. Getting your team aligned on this distinction prevents a lot of downstream confusion.

Build traceability incrementally. You don’t need complete traceability on day one. Start with your highest-risk or highest-change-frequency requirements and build traces from there. Partial traceability that’s maintained is more valuable than complete traceability that becomes stale immediately.

Treat requirements as living artifacts. The most common failure mode is treating a requirements baseline as frozen. Requirements change because programs change. Build a change management process — even a lightweight one — before you need it, not after the first major scope revision hits.

Get tool support before the program gets complex. The point where requirements management becomes unmanageable in a spreadsheet is usually around 200-500 requirements and 3-5 subsystems. That’s also when programs are moving fast and the cost of installing new tools feels high. Teams that wait until the pain is obvious often end up managing the migration under deadline pressure. Earlier adoption, even at smaller scale, builds the process discipline that scales up.


The honest summary

Requirements management is not glamorous work. It doesn’t produce the kind of visible artifact that shows up in a design review the way a simulation or prototype does. What it produces is a foundation — one that prevents expensive misunderstandings, makes change manageable, and gives teams the evidence trail they need when questions arise about why the system is the way it is.

Done poorly, it generates overhead with no payoff: documents no one reads, traces no one maintains, change requests that route through approval processes while engineers work around them.

Done well, it’s the connective tissue of a complex program. Every engineer knows what they’re building and why. Every change gets assessed before it ships. Every test case links back to a need.

In 2026, doing it well means treating requirements as a live model of system intent — not a paper trail, not a compliance artifact, not a starting-point document that gets filed after kickoff. The tools to support that approach now exist. The question is whether teams adopt them before or after the program that makes the case for them the hard way.
