What Is a Verification and Validation Plan (VVCP)?
A Verification and Validation Plan—commonly abbreviated VVCP, or sometimes just V&V Plan—is the document that defines how a program will prove its system works. It specifies what needs to be verified, by what method, against what success criteria, and how each verification activity traces back to a specific requirement.
That description sounds straightforward. In practice, the VVCP is one of the most consistently underserved documents in a program’s technical baseline. Teams write it at program start, file it under configuration management, and revisit it at the worst possible time: during a Critical Design Review (CDR) preparation sprint, or worse, during a certification audit.
This article explains what a VVCP actually contains, where the standard structure comes from, and why the gap between the plan as written and the plan as executed is a predictable, preventable problem—not an inevitable one.
Verification vs. Validation: The Distinction That Matters
The two words are used interchangeably in casual conversation. They mean different things in a systems engineering context, and conflating them creates real program risk.
Verification answers: Did we build the system right? It is a formal confirmation that the system meets its specified requirements. Verification is inward-looking—it checks the system against the specification. A requirement says the unit shall operate between -40°C and +85°C. A thermal test that demonstrates this across the range is a verification activity.
Validation answers: Did we build the right system? It confirms that the system, as verified, actually satisfies the stakeholder’s operational need. Validation is outward-looking—it checks the specification against the real world. Even if the unit survives -40°C in a chamber, validation asks whether -40°C is the right bound for the operating environment, whether the duty cycle in the test reflects real mission profiles, and whether the customer’s use case was captured correctly in the requirement in the first place.
A system can pass every verification test and still fail validation. This happens when requirements are technically correct but operationally incomplete—a common failure mode in early-stage programs where customer needs are still being refined.
The VVCP must address both dimensions. A plan that covers only test activities handles verification. A plan that also traces requirements back to stakeholder needs, and confirms that the requirement set is complete, handles validation.
Standard Structure of a VVCP
Most VVCPs written to MIL-STD-882, DO-178C, ISO 26262, or similar standards follow a common structural pattern. The names vary by standard; the content does not.
1. Scope
The scope section defines what the VVCP covers and what it explicitly excludes. It identifies the system, the applicable configuration (hardware version, software build, integrated assembly), and the program phase. Scope also names the governing contract or regulatory framework and lists any previously verified heritage items that are out of scope for this effort.
Scope is where teams make their first mistake: writing it too broadly (“this plan covers all verification activities for the program”) without defining which requirements baseline the plan applies to. When requirements change, an underdefined scope creates ambiguity about whether the old plan still applies.
2. References
The references section lists the documents the VVCP depends on: the system specification, subsystem requirements, interface control documents (ICDs), applicable standards, and the test procedures that will implement verification. This section should be version-controlled. A VVCP that references “System Specification Rev A” is invalid once the specification advances to Rev B without a corresponding plan update.
3. Verification Methods
The four canonical verification methods, defined in MIL-STD-1521 and carried forward through most modern standards, are:
- Analysis: Mathematical or simulation-based proof that a requirement is met. Used when physical testing is impractical, cost-prohibitive, or destructive. Stress analysis, thermal modeling, and FMEA fall here.
- Inspection: Visual or dimensional examination. Confirms physical attributes—materials, markings, connector types, clearances—without functional operation.
- Demonstration: A functional exercise that shows the system performs as required, without detailed measurement. Powering a unit on and confirming a status indicator illuminates is a demonstration.
- Test: Instrumented measurement of system behavior under defined conditions. The most rigorous method and the one that generates the most objective evidence. Test requires defined test procedures, calibrated equipment, and documented results.
Every requirement in the specification should be assigned one of these methods. Requirements without a method assignment are unverified requirements—a finding that will appear in any competent audit.
4. Success Criteria
For each requirement and its assigned verification method, the VVCP defines what “pass” looks like. Success criteria must be quantitative and unambiguous where possible. “The unit operates correctly” is not a success criterion. “The unit maintains output voltage within ±2% of nominal under all load conditions specified in Section 3.4” is.
Poorly defined success criteria are the second most common audit finding after missing method assignments. Teams discover this during test execution when a disagreement emerges about whether a result constitutes a pass or a borderline failure.
5. Traceability to Requirements
The VVCP must establish bidirectional traceability: from each verification activity back to the requirement it satisfies, and from each requirement forward to the verification activity that will close it. This is the V&V plan’s connection to the broader traceability architecture of the program.
In practice, this traceability is often represented as a Verification Requirements Traceability Matrix (VRTM) or a dedicated column in the requirements database. The VRTM is the document that auditors review when they want to confirm that every requirement has a planned verification closure.
Why the Plan Diverges from Execution
A VVCP written at the start of a development program faces a structural problem: the program changes, and the plan does not keep up.
Requirements get added, decomposed, or deleted as design matures. Test methods get changed when the original approach proves impractical—analysis gets substituted for test, or a demonstration is upgraded to a full instrumented test when a risk is identified late. Success criteria get revised when the original bounds were based on early assumptions that design trade studies later overturned.
Each of these changes, when not reflected in the VVCP, creates a gap. The plan says one thing; execution does another. The requirement coverage table becomes unreliable. Traceability breaks silently.
The audit risk is asymmetric. Small programs with few requirements and a stable specification can sometimes carry these gaps through to closure. Large programs—a satellite bus, an avionics integration, a safety-critical automotive ECU—accumulate dozens or hundreds of plan-versus-execution deltas across a multi-year development cycle. When a CDR audit or certification review arrives, someone has to reconcile the plan against what actually happened. That reconciliation is expensive, time-consuming, and sometimes program-threatening if it reveals requirements that were never assigned a verification method.
The deeper problem is organizational: VVCPs are often owned by a single systems engineer or a small team, while test planning and requirements management happen in separate tools and separate workflows. The VVCP becomes a document artifact rather than a living element of the technical baseline. It represents the program’s V&V intent at a moment in time, not its V&V posture today.
How Modern Tools Keep the V&V Plan Live
The gap between the VVCP as written and the VVCP as executed is a data synchronization problem. When requirements management and verification planning exist in separate systems—or when traceability is managed in a static spreadsheet—changes in one place do not propagate to the other. The gap grows silently.
Legacy tools like IBM DOORS and Jama Connect can store verification method attributes on requirements and export traceability matrices. They are strong at structured requirements authoring and formal change control. The limitation is that they treat the V&V plan as a set of attributes on requirements objects rather than as a connected model of the verification program. When requirements change, updating the associated verification planning requires deliberate manual action by a human who knows the connection exists.

Practical Starting Points
If your program’s VVCP is a document rather than a living artifact, here are the interventions that matter most:
1. Require method assignments at requirement acceptance. No requirement enters the approved baseline without a verification method assigned. This moves the coverage problem left, to the point where it is cheapest to resolve.
2. Version the VVCP explicitly against the requirements baseline. Every VVCP release should reference the specific requirements baseline revision it applies to. When the requirements advance, the plan review is triggered automatically.
3. Audit traceability continuously, not at milestone gates. A monthly review of uncovered requirements—those without a method, without success criteria, or with a method assigned but no linked test procedure—prevents the end-of-program reconciliation problem.
4. Treat verification method changes as configuration events. When a team decides to substitute analysis for test, that decision should go through the same change control process as a requirements change. Undocumented substitutions are the most common source of audit findings.
5. Separate validation evidence from verification evidence. Maintain a clear record of which activities close requirements (verification) and which activities confirm that the requirement set covers stakeholder needs (validation). These answer different questions and may be reviewed by different authorities.
Honest Assessment
The VVCP is not a difficult document to write. It is a difficult document to maintain. The standard structure—scope, references, methods, success criteria, traceability—is well-established across every major systems engineering framework. The failure mode is not ignorance of the structure. It is the organizational habit of treating the plan as a deliverable rather than a continuous artifact.
Tools that connect requirements to verification in a live graph model close that gap structurally.
