What Is a Program Requirements Review (PRR)?
A Program Requirements Review (PRR) is a formal milestone review used in NASA space programs and defense acquisition programs to certify that a system’s requirements baseline is complete, internally consistent, and verifiable before design activities begin in earnest. It answers a specific question: do we have the right requirements, stated in a way that can actually be tested?
That question sounds simple. On a program with hundreds of stakeholders, thousands of derived requirements, and years of specification churn, it is not.
The PRR sits in a specific position in the systems engineering lifecycle. It follows the System Requirements Review (SRR), which establishes that the top-level system requirements are sound and allocated. It precedes the Preliminary Design Review (PDR), which evaluates whether a proposed design concept satisfies those requirements. The PRR is the bridge between them — the checkpoint where requirements are locked down tight enough that designers can build to them with confidence.
Without that bridge, teams design to assumptions. The assumptions diverge. The rework begins.
The Purpose: More Than a Paperwork Gate
The PRR has a reputation, in some program offices, as administrative overhead. That reputation is earned by poorly run PRRs. A well-run PRR is a risk-reduction activity with a measurable return.
The formal purpose, per NASA’s Systems Engineering Handbook (NASA/SP-2016-6105) and the underlying NPR 7123.1 directives, is to confirm that:
- The set of requirements is complete — no system function is left unspecified, no interface requirement is missing, no environmental constraint has been overlooked.
- The requirements are consistent — no requirement contradicts another, allocations sum correctly, and derived requirements are traceable to their parent sources.
- The requirements are verifiable — each requirement is stated in a way that admits a specific verification method (test, analysis, demonstration, or inspection) and that method has been planned.
These three properties are independent, and a program can fail on any one of them. A requirement can be complete and consistent but unverifiable — “the system shall be reliable” passes no test. A requirement can be verifiable and complete but inconsistent with a subsystem allocation. The PRR forces each property to be demonstrated, not assumed.
Entrance Criteria: What Must Exist Before the Review Begins
A PRR cannot be entered without a documented baseline of prior work. Attempting to hold a PRR without meeting entrance criteria converts it into a working session with an audience, which wastes everyone’s time.
Typical entrance criteria, drawn from NASA and DoD practice, include:
- Baselined SRR artifacts. The System Requirements Review has been completed, and the system-level requirements have been placed under configuration control. Open SRR action items must be closed or formally dispositioned.
- Allocated requirements. System requirements have been decomposed and allocated to subsystems, components, or external interfaces. The allocation logic is documented.
- Draft verification requirements and planning (VRP). For each requirement, a verification method has been identified and a verification event or phase has been proposed. This need not be a complete verification plan, but the framework must exist.
- Interface Requirements Documents (IRDs) or Interface Control Documents (ICDs) in draft form. Interface requirements are frequently the source of completeness failures. Entering a PRR without interface requirements in a reviewable state is a predictable way to exit with open actions that block design.
- Requirements traceability matrix (RTM) populated. The RTM must show the chain from stakeholder needs through system requirements to subsystem allocations, with verification methods mapped.
Some programs add a requirement quality audit as an entrance criterion — an independent assessment of requirement statements for verifiability, measurability, and freedom from ambiguous language (“adequate,” “sufficient,” “user-friendly”). That audit, conducted before the review, gives the board something concrete to evaluate rather than reading raw specifications during the session.
Exit Criteria: What the Review Must Confirm
Exit criteria define what the program must demonstrate to close the PRR and proceed to PDR. A PRR that closes without meeting exit criteria is not closed — it is deferred, and the schedule impact of that deferral compounds through every downstream milestone.
Standard exit criteria include:
- Requirement completeness confirmed. The review board agrees that the requirement set addresses all functional, performance, interface, environmental, and operational constraints. Gaps identified during the review have been either resolved or captured in formal action items with owners and due dates.
- Consistency verified. No unresolved conflicts exist between requirements at the same level, or between a parent requirement and its children. Allocation sums are verified.
- Verification method assigned to every requirement. The RTM column for verification method is populated with no blanks. Requirements for which no feasible verification method can be identified are flagged for re-statement or waiver.
- Requirements baseline placed under configuration control. The requirement set reviewed is the requirement set that enters design. Changes after PRR close must go through a formal change control process.
- Open action item list accepted by program management. Every open action has an owner, a closure criterion, and a schedule date. The board and program manager agree that no open action blocks the start of preliminary design.
Artifacts Under Review
The PRR review package is not a single document. It is a coordinated set of artifacts, each of which demonstrates one or more of the three core properties.

The board reviews these artifacts against the entrance and exit criteria. The goal is not to read every requirement aloud — it is to identify systemic patterns: requirement types that consistently lack verification methods, interface families that are underspecified, subsystem allocations that don’t sum to system-level performance budgets.
How the PRR Differs From the SRR and PDR
These three reviews are frequently conflated, particularly on smaller programs that compress milestones for schedule efficiency. The compression is a false economy.
System Requirements Review (SRR) asks: are the top-level system requirements technically sound and derived correctly from stakeholder needs? The SRR evaluates the requirements themselves — are they the right requirements? It does not demand that every derived and allocated requirement be complete.
Program Requirements Review (PRR) asks: is the full requirement set — system, subsystem, and interface — complete, consistent, and verifiable? The PRR does not evaluate design. It does not ask whether any design approach exists. It asks only whether requirements are ready to design to.
Preliminary Design Review (PDR) asks: does the proposed design concept credibly satisfy the requirement set? The PDR assumes the requirement set is stable. It evaluates design completeness and design-to-requirement traceability.
When these are collapsed together, the program loses the ability to distinguish a requirements problem from a design problem. A PDR finding that says “this requirement cannot be met” is ambiguous: is the requirement wrong, or is the design wrong? If the PRR was skipped, there is no established baseline to answer that question.
Why Skipping the PRR Creates Downstream Rework
The empirical case against skipping the PRR is not subtle. NASA’s Lessons Learned Information System (LLIS) and GAO reports on major program cost growth document a consistent pattern: programs that compress or skip the requirements confirmation step encounter requirements-driven rework at PDR, CDR, and — most expensively — during integration and test.
The mechanism is straightforward. Without a PRR, requirements enter the design phase with:
- Completeness gaps that are not discovered until a designer asks “what should this interface do in failure mode X?” and finds no requirement.
- Consistency errors that surface when two subsystem design teams discover their allocated requirements are incompatible.
- Unverifiable requirements that are not caught until the verification planning phase, when the program must either retest requirements or grant waivers under schedule pressure.
Each of these failures is cheaper to fix during requirements than during design, and dramatically cheaper than during integration. Programs that skip the PRR are not saving time. They are deferring cost with interest.

- Audit requirement statements for verifiability before allocating them. Unverifiable requirements that are allocated and designed to are harder to fix than unverifiable requirements caught at the source.
- Build the RTM as requirements are written, not as a pre-PRR assembly activity. An RTM assembled under deadline pressure reflects the deadline, not the actual traceability state.
- Identify interface requirements explicitly and assign them to a named owner. Interface requirements are the most common source of PRR incompleteness findings.
- Run a mock PRR with an internal red team four to six weeks before the formal review. This gives time to close findings without schedule impact.
- Enter PRR with a closed SRR action item list. An open SRR action that affects requirements means the PRR baseline is not actually stable.
The PRR is not a bureaucratic gate. It is the moment when a program demonstrates, with evidence, that it knows what it is building and can confirm it was built correctly. Programs that treat that demonstration as overhead are making a schedule bet against the complexity of their own system.
