What Is a Concept of Operations (ConOps)?

A concept of operations—ConOps—is a document, or more precisely a structured artifact, that describes how a proposed system will function from the perspective of the people who will use and operate it. It captures operational scenarios, user roles, environmental conditions, mission objectives, and the high-level sequence of events that constitute normal and degraded use. It does not specify design. It does not list system functions. It describes the world the system lives in and the jobs it needs to do there.

That distinction matters immediately. Engineers who treat ConOps as a loose narrative often find it discarded once requirements work begins. Engineers who understand ConOps as the origin point of requirements use it to anchor every stakeholder need, trace every derived requirement, and justify every trade decision that follows.


The Three Things a ConOps Actually Does

1. It Forces Operational Thinking Before Technical Thinking

The fundamental discipline of ConOps is temporal. You write it before you know what the system will be made of. That constraint is productive. When a team cannot yet fall back on architecture or implementation choices, they are forced to describe the system’s operational environment with precision: Who are the users? What are they trying to accomplish? What does failure look like to them? What constraints—regulatory, physical, logistical—shape how they operate?

This is harder than it sounds. Engineering teams trained on technical specification tend to smuggle implementation into ConOps. A ConOps that reads “the system shall use a redundant fiber-optic backbone” is not a ConOps—it is a premature design decision wearing a ConOps label. A legitimate ConOps reads “the operator must maintain continuous situational awareness across twelve distributed sensor nodes during adverse weather conditions with no more than three seconds of data latency.” That statement belongs in ConOps. The architecture question of how to achieve it belongs later.

The operational scenario format—often written as use cases or operational threads—is the standard mechanism. Each scenario walks through a sequence of events from a user or operator perspective, names the actors involved, and identifies what the system must support at each step. These scenarios become the direct parents of stakeholder requirements in the requirements hierarchy.

2. It Defines the Boundary Between Stakeholder Needs and System Requirements

The requirements process in systems engineering typically follows a defined hierarchy: stakeholder requirements (StRS) sit above system requirements (SyRS), which sit above subsystem and component requirements. ConOps is what sits above stakeholder requirements.

This positioning is not ceremonial. Stakeholder requirements that are not traceable to ConOps scenarios are requirements whose rationale is unknown. They may be valid—or they may reflect a single stakeholder’s preference, a legacy carryover from a previous program, or a misunderstanding of operational intent. Without the ConOps link, there is no reliable way to tell.

The practical implication: every stakeholder requirement should answer the question “which operational scenario generates this need?” If no scenario generates it, the requirement needs justification or should be cut. If a scenario generates needs that no requirement covers, coverage is incomplete. This bidirectional check—requirements to scenarios, scenarios to requirements—is the earliest and most consequential form of requirements coverage analysis a program can perform.

3. It Creates the Shared Vocabulary That Prevents Late-Stage Misalignment

ConOps is often the only document that a program’s full stakeholder community—users, operators, acquirers, developers, testers, regulators—can engage with before the technical language becomes specialized. This is its communication function, distinct from its requirements function.

Programs that skip ConOps or treat it as a checkbox artifact routinely discover at system integration or acceptance testing that developers and operators were working from different mental models of what the system was supposed to do. The requirements may have been technically correct and bidirectionally traceable. But if no one aligned on the operational model before requirements were written, the requirements themselves may have been systematically wrong in ways the traceability matrix cannot reveal.

ConOps prevents this by forcing that alignment early, when the cost of changing course is low.


Practical Implications for Requirements Work

Understanding what ConOps is does not help unless you understand how to work with it operationally. Several patterns consistently separate programs that get value from ConOps from programs that treat it as paperwork.

Write scenarios before requirements, not alongside them. The common failure mode is running ConOps development and stakeholder requirements elicitation in parallel, then reconciling later. This produces requirements that look like they came from ConOps but were actually written independently. The scenarios should be stable—reviewed and baselined—before requirements elicitation begins in earnest. This sequencing is not always possible in practice, but it should be the target.

Name actors explicitly in every scenario. Generic actors (“the user,” “the system operator”) produce generic requirements. Named, role-specific actors (“the maintenance technician during a scheduled depot inspection” or “the mission commander during a degraded communications scenario”) produce requirements with enough context to be verified. The specificity of the actor description in ConOps directly determines the testability of the derived requirements.

Treat ConOps scenarios as living artifacts, not frozen documents. Operational context changes. New users emerge. Threat environments evolve. Regulatory requirements shift. A ConOps that is baselined once and never revisited becomes a liability—its child requirements continue to be traced to it, but the traceability is no longer meaningful. ConOps artifacts should go through change control the same way requirements do.

Capture the connection structurally, not textually. The most common implementation failure is maintaining the ConOps-to-requirements link as a text reference: a requirements document notes “derived from ConOps Section 3.2.” That link is a string. It breaks silently when either document is revised. It provides no automated coverage analysis. It cannot be queried, aggregated, or visualized. The ConOps artifact and the stakeholder requirement need to be connected in a way that the toolchain can traverse.


How Modern Tools Implement ConOps-to-Requirements Traceability

Traditional requirements tools—IBM DOORS, Polarion, Jama Connect—handle ConOps in one of two ways. Either ConOps scenarios are maintained as external documents (Word, PDF) that are referenced by name in the requirements database, or they are imported as text modules inside the tool with manual cross-references created by the requirements author. Both approaches share the same structural problem: the connection is maintained manually and verified manually.

This is adequate when requirements are stable and the team is small. It fails under change. When a ConOps scenario is revised, finding every stakeholder requirement that derived from it requires a manual search. When a requirement is added, confirming that a valid scenario exists to justify it requires a human to read documentation. Neither check is automatic, and neither is reliable at program scale.

Graph-based requirements tools take a different approach. Requirements, scenarios, actors, and operational threads are all nodes in a connected graph. The relationship “this requirement derives from this scenario” is an edge—traversable, queryable, and automatically flagged when either endpoint changes. Coverage gaps—scenarios with no child requirements, requirements with no parent scenario—surface as structural properties of the graph, not as conclusions someone has to reason to manually.

Reconstruct ConOps from existing requirements. Group requirements by operational context, identify the implicit scenarios they assume, and write those scenarios down. This produces a ConOps-after-the-fact, which is less useful than a ConOps written first but more useful than none. It often reveals requirements that cannot be assigned to any coherent scenario—which is a finding worth acting on.

Run ConOps workshops with operators and users. A structured facilitated session focused on operational scenarios—not on requirements, not on design—can produce a workable ConOps in two to three days. The outputs need to be documented in a structured format, not just as meeting notes.

Establish traceability links prospectively. For new requirements, require that every new stakeholder requirement be linked to an existing scenario or trigger the creation of a new one. This does not fix the existing requirements debt, but it stops the gap from growing and creates the habit that makes future ConOps work easier.


Honest Assessment

ConOps is one of those systems engineering concepts that is easy to endorse and hard to practice. The discipline requires writing about operational context before technical solutions, which runs against the instincts of most engineering organizations. The traceability work requires toolchain investment that many programs defer until it is too late to be useful.

Programs that get this right—ConOps written before requirements, scenarios linked structurally to requirements, both maintained under change control—have a measurable advantage in requirements stability, change impact analysis, and acceptance test coverage. Programs that treat ConOps as administrative overhead tend to discover the cost of that choice at integration, when the gap between what was specified and what operators actually need becomes visible for the first time.

The document is not the point. The operational model is the point. Whether you capture it in a traditional ConOps document, a scenario database, or a connected graph in a modern requirements tool, the operational model needs to exist, be accessible, and be connected to everything that derives from it. That connection is the work.
