What Is a Concept of Employment (COE)?

Defense acquisition programs generate enormous volumes of documentation. Program managers, systems engineers, and warfighter advocates all produce plans, specifications, and analyses—but not all documents carry equal weight in shaping what a system actually needs to do. The Concept of Employment (COE) is one of the most operationally consequential documents in that stack, and one of the least well-understood outside the defense community.

A COE is a planning document that describes, specifically and concretely, how a military system will be operated and employed in tactical scenarios. It answers questions that a Concept of Operations (CONOPS) deliberately leaves open: Who operates this system? What are the step-by-step employment sequences? What does the crew do during a degraded-mode engagement? What are the communication and coordination actions required before, during, and after weapon release or system activation? How does this platform integrate with adjacent systems in a specific mission profile?

If the CONOPS describes what the force intends to accomplish, the COE describes how this particular system will be used by this particular unit to do it.

Where the COE Sits in the Document Hierarchy

Understanding the COE requires placing it correctly in the acquisition and warfighting planning hierarchy. The relationship is not always linear, but the conceptual flow runs in this direction:

National Military Strategy → Joint Concept → CONOPS → COE → Operational Requirements → System Specifications

The CONOPS (Concept of Operations) operates at a force or program level. It establishes the operational context, the problem the capability is meant to solve, the general employment framework, and the broad performance envelope the system must support. Below the COE sits the Operational Requirements Document (ORD) or equivalent capability requirements document (the terminology varies by service and allied nation). The ORD captures the measurable system performance parameters that derive from both the CONOPS and the COE. But the requirements that come specifically from the COE are often mission-use requirements rather than raw performance specs—they describe operational behaviors, operational modes, crew workflow constraints, and interface requirements that cannot be derived from physics or platform performance alone.

In the US defense acquisition framework under DoDI 5000.02 and the associated Joint Capabilities Integration and Development System (JCIDS), the COE is typically developed and maintained by the user community—the operational command or proponent agency—rather than by the program office. What COEs Generate: Mission-Specific Requirements

The requirements that flow from a COE are structurally different from the requirements that flow from a platform performance specification. This distinction matters enormously for systems engineers.

Platform performance requirements are primarily about what a system can do under defined conditions: maximum range, minimum reliability, sensor resolution, latency budgets, environmental survivability. They are testable in isolation and largely independent of the specific mission scenario.

COE-derived requirements are about what the system must support in the context of actual employment. Examples:

  • The system must allow a two-person crew to transition from standby to full engagement readiness within 45 seconds without external network connectivity, because the COE specifies a scenario where comms are degraded during the initial threat contact.
  • The display architecture must support simultaneous monitoring of four data streams at operator-defined priority levels, because the COE describes a specific multi-axis threat scenario where sequential display would impose unacceptable cognitive load.
  • The system must log all operator actions during engagement with a minimum 30-day retention window, because the COE specifies post-engagement review requirements for the unit’s rules of engagement compliance process.

None of these are derivable from a mission need statement or a raw performance spec. They come directly from detailed analysis of how operators will use the system in the scenarios the COE describes.

The documentation discipline is not the point. The operational fidelity it enforces is.
