What Happens to Requirements When a Hardware Program Misses Its CDR?
Missing a Critical Design Review isn’t just a schedule problem. It’s a requirements problem, a traceability problem, and — if the program doesn’t handle recovery correctly — an integrity problem that compounds with every week the slip extends.

The Moment of the Slip: What “Baselined at CDR” Actually Means
CDR is supposed to mark the point at which your design is stable enough to commit to production drawings and detailed test planning. Requirements that enter CDR are nominally frozen — allocated, verified against design, and traceable to both the system architecture and the verification matrix.
When the CDR slips, one of two conditions is usually true: either the design isn’t ready, or the requirements aren’t stable. Often both. The engineering team doesn’t stop working during the slip. On a program that missed CDR by a meaningful margin, you’re not looking at a handful of changes — you’re looking at dozens or hundreds of requirement deltas that accumulated during the slip. The CCB, designed to handle controlled change during normal operations, is now processing a backlog. Turnaround times that were measured in days stretch to weeks.
Engineers notice. When a design decision needs a requirements change and that change takes three weeks to process, engineers stop waiting. They make the decision. They document it in a design note or a drawing revision. They flag it for “requirements update later.” Later never comes, or comes too late to matter.
Stage 4: The Shadow System Emerges
This is where programs cross a line that’s hard to uncross. When the formal requirements system is too slow to keep up with actual engineering velocity, a shadow system emerges. It looks like shared drives with the “real” current ICDs. It looks like Confluence pages that describe the “actual” allocations. It looks like Slack threads where the systems engineers and hardware leads have already negotiated an interface and are waiting for the paper to catch up.
The shadow system is usually more accurate than the formal one at any given moment. The problem is it has no auditability, no configuration control, and no enforced traceability. When a discrepancy surfaces in test — or worse, in flight — you can’t reconstruct the decision chain.
Who Survives a CDR Slip Well (and Who Doesn’t)
Not every discipline handles CDR slips equally badly. The variance is significant and worth understanding, because it informs both process design and tool selection.
Software tends to survive better. Not because software engineers are more disciplined — they often aren’t — but because modern software development processes expect requirements to evolve continuously. Agile and model-based approaches treat requirements as a living artifact. Tools support bidirectional traceability that updates as the design evolves. When systems engineering is organized around producing documents for milestones, the drift only becomes visible at the next milestone. Which, after a CDR slip, might be months away.
The Tooling Decision Made Early That Determines Your Recovery
Most of the variance in CDR slip recovery can be traced to a decision made in Phase A or early Phase B: how the program structured its requirements and traceability tooling.
Document-based systems — whether that’s a Word/Excel workflow, a legacy DOORS implementation where everything lives in flat modules, or Polarion configured to produce beautifully formatted specification documents — are fundamentally milestone-synchronized. They’re designed to produce a coherent snapshot for a review board. That’s genuinely useful at CDR. It’s a liability in the slip.

Bring the CCB into triage mode. Batch related changes. Prioritize by test impact. Assign disposition authority for lower-risk changes to program-level reviewers rather than routing everything to the full board.
Accept that some of your traceability will be reconstructed, not maintained. On a significant slip, you will be rebuilding trace links, not just updating them. Staff and plan accordingly.
The Honest Summary
A CDR slip is a stress test of your requirements and traceability infrastructure. Programs that were running a continuously aligned, graph-based process feel the stress but manage it. Programs that were running a document-based, milestone-synchronized process often discover that their requirements baseline was more fragile than they knew — and the slip just made that fragility visible.
The tooling decision isn’t destiny. Good process discipline can compensate for weaker tooling, and bad process can defeat excellent tooling.
