The Certification Bottleneck: Why Hardware Certification Timelines Are Not Improving Despite Better Tools
Spend thirty minutes at any aerospace or medical device conference and you will hear a version of the same claim: new tooling has transformed systems engineering. Requirements tools. Model-based design. Automated test coverage reporting. The pitch is consistent — engineering teams are more capable than ever, and certification should follow.
The data does not agree.
Average time-to-certification for complex avionics hardware under DO-254 has not measurably shortened over the past decade. EASA’s internal review cycles for Design Assurance Level A and B hardware have, if anything, grown longer as system complexity has increased faster than agency staffing. FDA 510(k) and PMA timelines for Class II and Class III medical devices involving embedded electronics tell a similar story. Programs routinely absorb 18 to 36 months of regulatory review time on top of their engineering schedule — and that review time is not trending down.
This is the central paradox: the tools are better. The timelines are not.
Understanding why requires separating tool capability from organizational practice, and both from the structural constraints that govern how regulatory agencies actually function.
What the Numbers Actually Show
Comparing certification timelines across programs is methodologically messy — system complexity varies, first-of-kind hardware takes longer, regulatory interpretations evolve. But several patterns are consistent enough to draw conclusions from.
Analysis of FAA Aircraft Certification Service records shows that the mean clock time from Type Certificate application to certification for avionics-intensive programs has remained in the 7-to-12-year range for major aircraft programs, with hardware-level certification subprocesses routinely running 18 to 48 months for complex boards and FPGAs. Independent certification consultants working across multiple OEMs confirm that their engagements rarely become shorter. If anything, they report more rework cycles than a decade ago, not fewer.
The FDA Center for Devices and Radiological Health publishes some of this data directly. Median total time for PMA original applications has fluctuated but has not shown a structural improvement trend. EASA annual safety review publications note increasing complexity in submitted certification dossiers without corresponding increases in review staff.
“The tooling investment is real,” said one independent DO-254 certification consultant who works with both military and commercial programs. “The problem is that most of it is being spent on the wrong part of the problem. Teams are buying better documentation tools and then using them to produce better-looking documentation that still has the same underlying traceability gaps.”
Structural Constraint 1: Regulatory Capacity Is Not Elastic
The FAA Aircraft Certification Service, EASA’s Product Certification department, and FDA’s device review divisions all operate under civil service staffing models that respond slowly to demand signals. When industry submits more applications — or more complex applications — the queue grows. Hiring lags by years, not months. Institutional knowledge is concentrated in senior reviewers who cannot be rapidly replicated.
This creates a hard ceiling that engineering tools cannot address. A program can have immaculate DO-254 compliance evidence and still wait 14 months for a qualified DER or ACO engineer to review it, simply because the queue is that long and the roster of qualified reviewers is that short.
The problem is compounded by what regulators describe privately as “first-submission quality degradation.” As programs grow more complex, the proportion of submissions that require multiple rounds of clarification or additional evidence has increased. Each round of questions and responses adds months to the clock. A submission that requires three rounds of major clarification will take two to three times longer than a clean first submission — regardless of where that submission sits in the queue.

Structural Constraint 2: System Complexity Is Growing Faster Than Verification Depth
DO-178C, DO-254, and the FDA’s evolving guidance on Software as a Medical Device all reflect a fundamental assumption: that system complexity can be bounded and verified against a defined set of requirements. That assumption is under increasing strain.
Modern avionics hardware integrates FPGAs with hundreds of thousands of logic elements, multi-core processors with complex cache hierarchies, and mixed-signal interfaces — all on a single board that must achieve DAL A or DAL B certification. The verification space for these systems is orders of magnitude larger than the hardware that existing certification frameworks were designed to address.
Regulatory reviewers are not naive about this. They have seen the complexity curve. Their response has been to scrutinize evidence packages more carefully, not less — which means any gaps in coverage that might have passed review ten years ago are now flagged as deficiencies. Programs that believe their verification approach is “good enough because it worked before” are regularly surprised.
What this means in practice: the absolute amount of verification evidence required to achieve certification has increased substantially, even as the conceptual framework (requirements-based coverage, independence, traceability from design to test) has remained stable. Teams that automated evidence collection early — and maintained traceability as a live artifact rather than a submission deliverable — are absorbing this increase without proportional schedule growth. Teams that did not are drowning.
Structural Constraint 3: Traceability Debt Compounds Late
Ask a certification manager where their program lost the most time, and the answers converge on a single phase: the period between preliminary design review and critical design review, when requirements are in flux and traceability maintenance is treated as a lower priority than getting the design right.
This is rational at the individual engineer level. It is catastrophic at the program level.
Traceability gaps that accumulate during the design phase do not become visible until verification planning, and they are not measured in hours of remediation — they are measured in months of rework. A requirement that was allocated but never flowed down to a testable design property requires a design review, a potential design change, a new test procedure, and a reverification cycle. Multiply that by the dozens or hundreds of requirements that were inadequately traced during development, and you have a credible explanation for 6-to-12-month schedule slips that appear to come from nowhere.

This distinction — traceability as engineering artifact versus documentation artifact — is the operational difference between programs that certify on schedule and programs that do not. It is not a tool capability difference. It is a practice difference that tools either support or undermine, depending on how they are deployed.
What the Best Teams Do Differently
High-performing certification programs are not uniformly using any single tool or methodology. They span DO-178C DAL A software teams in avionics, DO-254 FPGA certification programs, and FDA Class III device submissions. What they share is operational, not technological.
They close requirements before opening designs. This sounds obvious. In practice, most programs begin detailed design work with significant requirements ambiguity, betting that design choices will clarify requirements. High-performing teams invert this — they hold requirements stable before design work begins, and they have tooling that makes requirements ambiguity visible before it gets expensive.
They maintain bidirectional traceability continuously. Every change to a requirement propagates visibly to all derived requirements, design elements, and test cases that depend on it. This is not a retrospective audit — it is an active discipline during development. When a requirement changes, the impact is known immediately.
They engage regulators early and often. The most expensive regulatory interactions happen when a program surprises a reviewer. High-performing teams hold early coordination meetings, submit partial evidence packages for informal review, and treat the certification authority as a technical stakeholder — not an adversary to be managed at submission.
They measure verification coverage continuously, not at milestones. Coverage metrics that appear only at CDR or at the start of formal verification are lagging indicators. Teams that monitor coverage weekly, against requirements, can intervene before gaps become structural.
Where Industry Investment Is Going — and Whether It’s Aimed at the Right Target
The bulk of recent tooling investment in the certification space has gone into three areas: requirements capture and management, model-based design with automated artifact generation, and test management platforms. These are all legitimate investments. The problem is that they address symptoms — better documentation, faster artifact generation — without necessarily addressing the root cause: the completeness and accuracy of the requirements and traceability model that underlies the documentation.
A well-formatted requirements document that contains ambiguous, untraceable, or unverifiable requirements will fail certification regardless of which tool generated it. Automated artifact generation is a multiplier on the quality of the upstream model — if that model is weak, automation generates weak artifacts faster.
The tools that have demonstrated measurable impact on certification cycle time share a different architectural premise: they make requirements quality and traceability coverage visible during engineering, not during review preparation. Graph-based requirements models — where relationships between requirements, design elements, tests, and hazards are explicit and queryable — surface gaps that document-based approaches hide. AI-assisted coverage analysis that flags requirements with no downstream test allocation, or design changes with unanalyzed upstream impact, catches problems when they are cheap to fix.

The certification bottleneck is not primarily a tool problem. It is a practice problem operating within a structural constraint.
The structural constraint — regulatory capacity — is not within any single company’s control to solve. Industry groups, OEMs, and regulators are having ongoing conversations about delegated authority, increased use of authorized representatives, and risk-tiered review processes. Progress exists but is slow.
The practice problem is squarely within each program’s control. The evidence is consistent across programs, across regulatory frameworks, and across consultants with direct visibility into submissions: teams that treat requirements and traceability as continuous engineering work — not pre-submission cleanup — certify faster, with fewer review rounds, and with more predictable schedules.
The tooling gap that matters most is not in test management or artifact generation. It is in the capacity to maintain a living, queryable model of requirements, design, and verification coverage throughout the development program — one that makes gaps visible before they become regulatory deficiencies.
Programs that solve the practice problem first, then select tools that reinforce that practice, are the ones that are quietly shortening their certification cycles while the industry average stays flat. The bottleneck is not a mystery. The will to address it before it becomes expensive is the only variable that remains genuinely open.
