How to Manage Requirements Across a Multi-Team Hardware Program
Multi-team hardware programs break requirements management in predictable ways. A single mechanical team can get away with a well-maintained spreadsheet and a weekly sync. Once you add firmware, electrical, systems, and a third-party supplier, that spreadsheet becomes a liability. Requirements drift across teams, interface assumptions go undocumented, and change notifications arrive too late—or not at all.

Why Multi-Team Programs Are Different
The underlying problem isn’t complexity—it’s dependency. In a single-team program, the people who write requirements and the people who implement them are in the same room. When something changes, someone tells someone else. Context is shared.
In a multi-team program, the firmware team doesn’t sit with the hardware team. The systems engineers allocating requirements to subsystems are often not the engineers closing verification loops on those requirements. A supplier working on a component may be working from a requirements baseline that’s two revision cycles old.
The coordination cost is real and often underestimated. One aerospace program manager described it as “spending 40% of the SE team’s time on bookkeeping that the tool should be doing.” That’s a reasonable estimate for programs relying on document-based workflows at scale.

1. Interface Management: Making Dependencies Explicit
Interface requirements are the most frequently mismanaged class of requirements in multi-team programs. They’re generated by one team but constrain another, which means ownership is ambiguous by default.
Define interface ownership explicitly. Every interface—mechanical, electrical, software, data—needs a designated owner. That owner is responsible for the Interface Control Document (ICD) or equivalent artifact, and for driving change discussions when the interface shifts. Without explicit ownership, interfaces get managed by whoever is most annoyed by the ambiguity at any given moment, which produces inconsistent results.
Separate interface requirements from subsystem requirements. It’s tempting to embed interface specifications inside the requirements documents for the subsystem that happens to be generating the interface. Resist this. Interface requirements belong in a shared, jointly-owned artifact. When connector pinouts live in the harness team’s document, the ECU team can’t see changes without being told to look.
Model interfaces as links, not text. The most durable interface management approach treats interfaces as explicit relationships between system elements rather than prose descriptions in a document. A mechanical interface between a sensor bracket and a chassis isn’t just a sentence in a spec—it’s a relationship with attributes: loads, envelope constraints, fastener pattern, thermal exposure. When that relationship is modeled, changes to one side can automatically flag the other side as requiring review.

2. Requirements Allocation: Tracing Across Team Boundaries
Allocation is the process of decomposing system-level requirements into subsystem-level requirements owned by specific teams. Done well, it makes responsibility unambiguous. Done poorly, it produces a tree that looks correct on paper but doesn’t reflect what teams are actually building to.
Allocation is not copying. A system requirement that says “the system shall operate from -40°C to +85°C” does not become a hardware requirement simply by pasting it into a hardware requirements document. Allocation means deriving the specific, implementable requirement for that team’s context. The hardware team needs a component-level temperature range. The firmware team needs a cold-start behavior specification. These are different, derived requirements—both traceable to the parent, neither identical to it.
Maintain parent-child links, not just IDs. The most common allocation failure is teams citing requirement IDs without maintaining live links. When the parent requirement changes, a living traceability structure propagates the impact. A spreadsheet with requirement IDs in a column does not.
Coverage analysis across team boundaries. At program reviews, you should be able to answer: which system requirements have no child allocation? Which child requirements have no verified coverage? These are not rhetorical questions—they’re the two failure modes of allocation. Requirements with no allocation are gaps. Requirements with no verified coverage are risks. Both need to be visible at the program level, not just within each team’s workstream.
Negotiate allocation, don’t dictate it. Systems engineers who drop allocated requirements on subsystem teams without discussion create resentment and, more practically, requirements that the subsystem team knows are unachievable but hasn’t formally flagged. Allocation should be a negotiated handoff: systems proposes, subsystem reviews for feasibility and asks questions, both parties agree, then the requirement is baselined. This sounds slow. It’s faster than resolving integration failures.
3. Change Notification Workflows: Who Needs to Know, and When
Change management in multi-team programs fails in one of two modes: either nobody is notified until integration reveals the problem, or everybody is notified of everything and starts ignoring notifications because the signal-to-noise ratio is too low.
Role-scoped notifications. Not every engineer needs to know about every requirement change. The firmware team cares about changes to timing requirements and interface protocol specs. The mechanical team cares about envelope changes and fastener specs. Notifications should be scoped to the role and the requirement type—not broadcast to the entire program.
This requires that your requirements management approach (whether tooling or process) knows which requirements each team owns, which they derive from, and which they verify. Without that structure, role-scoped notifications are impossible to automate and expensive to manage manually.
Downstream impact marking. When a requirement changes, the immediate question is: what else changes as a result? In a well-structured traceability model, you can trace downstream from the changed requirement to every allocated child, every related interface requirement, and every verification activity that references it. These are the artifacts that need review flags, not just the requirement itself.
Define a formal status for “requires review due to upstream change.” Requirements in this status are not yet invalid—they may be fine—but they haven’t been confirmed as still valid after the upstream change. A requirement that has never been confirmed after an upstream change is an unknown risk.
Change request gating. At program scale, informal changes are program-scale risks. Define what constitutes a change that requires a formal change request (CR) versus what can be handled as a clarification. A common threshold: any change that affects an interface requirement, an allocated requirement that crosses a team boundary, or a requirement with active verification evidence requires a CR. Clarifications of intent that don’t change the requirement statement don’t.
Baseline cadence. Continuous change with no stable baseline makes it impossible for teams to plan. Establish a cadence: requirements are open for change during development sprints, frozen at sprint boundaries, and formally baselined at major program milestones. Teams need to know what they’re building to. A moving target is not a requirement.
4. Keeping Distributed Teams in Sync
Distributed teams—across sites, time zones, or organizations—compound every problem described above. The core issue is always the same: teams are working from different versions of the truth.
Single source of truth, not a synchronized copy. The traditional approach is to export requirements to each team in a document or spreadsheet. Each team then manages their own copy. Copies diverge. This is not a discipline problem—it’s a structural inevitability. The solution is a shared live model that all teams access, not a set of copies that teams are supposed to keep aligned.
This is a significant process change for many programs. It means giving subsystem teams direct access to the shared requirements model—with appropriate access controls—rather than sending them document packages. The access control question is real: supplier teams may have restricted access, some requirements may be export-controlled. These are solvable problems, but they require intentional design.
Shared review, not sequential review. Sequential review processes—where one team finishes their review and passes the document to the next—are slow and create artificial serialization. At program scale, parallel review with visibility into each team’s status is faster. You need tooling or process that shows review completion status across teams in real time.
Explicit sync points. Even with a shared live model, distributed teams need structured opportunities to surface disagreements. A weekly cross-team requirements sync—15 to 30 minutes, focused only on open questions and unresolved impacts—is more effective than monthly deep reviews because problems are smaller when caught earlier. The agenda should be generated from the tool: what changed, what’s flagged for review, what’s overdue for confirmation.
