How Should a Startup Write Its First System Requirements Document?
You’re an engineer at a 12-person hardware startup. The company is building something real — a sensor system, a power electronics platform, an autonomous ground vehicle subsystem, it doesn’t matter. What matters is that someone just handed you ownership of “requirements” and walked away. You have no formal systems engineering background, no existing template, and a team that will look to this document to understand what they’re actually supposed to build.
This is not a rare situation. It’s probably the modal way requirements processes start at small hardware companies. And the standard advice — “follow MIL-STD-498” or “implement DOORS” — is operationally useless at your scale and stage.
Here’s what you should actually do.
Don’t Start with Requirements. Start with ConOps.
The most expensive mistake a first-time requirements author makes is opening a blank document and typing “1.1 The system shall…” before anyone has agreed on what the system is supposed to do in the real world.
A Concept of Operations (ConOps) is not a formal deliverable that needs to match a template. At a startup, it can be a living 3-5 page document that answers three questions:
- Who uses this system, and in what role? (Operators, maintainers, end customers, regulators — each has different needs.)
- What scenarios will the system actually operate in? (Normal operation, edge cases, failure modes, startup sequences, shutdown, transport and storage.)
- What does success look like from the outside? (What can a user observe or measure to know the system did its job?)
Write the operational scenarios in plain narrative prose. Walk through a normal mission from start to finish. Then walk through the three most likely failure cases. Then walk through the operational environment conditions the system will encounter — temperature, vibration, humidity, EMI exposure, power quality, whatever is relevant to your domain.
This process almost always surfaces requirements that nobody would have thought to write top-down. It also kills requirements that looked important in the abstract but don’t actually correspond to any real operational event.
Once you have 4-6 well-described operational scenarios, you have the foundation for everything that follows.
The Hierarchy That Keeps You From Building the Wrong Thing
Requirements work follows a defined decomposition path. Skipping layers creates gaps that surface as costly surprises during integration.
Layer 1: Stakeholder Needs
These are not requirements. They are desires, goals, and constraints expressed in the stakeholder’s own language. “The technician needs to be able to recalibrate in the field without special equipment” is a stakeholder need. Write these down verbatim. Don’t translate them yet.
Collect stakeholder needs from everyone who has a legitimate claim on the system: end users, the operations team, manufacturing, regulatory bodies, service teams, and — critically — internal engineers who understand the domain constraints. A 45-minute structured interview per stakeholder group is enough at startup scale.
Layer 2: Operational Scenarios (ConOps output)
You’ve already done this. Each scenario maps back to one or more stakeholder needs and will map forward to one or more system-level requirements.
Layer 3: System-Level Requirements
Now you write “shall” statements. Each system requirement should:
- Derive from at least one operational scenario (traceability upward)
- Be assignable to at least one subsystem or interface (traceability downward)
- Be independently verifiable by test, analysis, inspection, or demonstration
At this layer, you are specifying what the system must do, not how it does it. “The system shall provide a calibration mode accessible without the use of tools” is a system requirement. “The system shall use a 4mm hex socket for the calibration access panel” is a design decision that doesn’t belong here yet.
Layer 4: Subsystem Allocation
Each system requirement gets allocated to one or more subsystems: the software module, the mechanical assembly, the power electronics, the sensor package. Where a requirement spans subsystem boundaries, it becomes an interface requirement — and those are usually where integration failures hide.
The allocation step forces you to ask whether a requirement is actually achievable with your architecture. If no subsystem can logically own a requirement, either the requirement is miswritten or your architecture has a gap.
What a Good Requirement Actually Looks Like
There are four properties every requirement must satisfy. Test each one explicitly before you finalize any “shall” statement.
Singular. One requirement, one testable condition. If you find yourself using “and” to connect two things a system must do, split it into two requirements. “The system shall operate at temperatures from -20°C to +60°C and shall survive storage at -40°C to +85°C” is two requirements. Write them as two.
Testable. If you cannot describe a specific test, analysis, inspection, or demonstration that would produce a pass/fail result, the requirement is not yet a requirement. “The interface shall be intuitive” is a wish. “The system shall allow a trained operator to complete the standard calibration procedure in under 5 minutes without reference to the manual, as verified by user acceptance testing with three operators” is a requirement.
Unambiguous. Every word should have one interpretation available to the reader. Watch out for: “adequate,” “sufficient,” “approximately,” “as needed,” “state of the art,” “fast,” “reliable,” and any comparative without a reference (“faster than the current version” — faster by how much, under what conditions?).
Traceable. Every requirement should have a documented upstream rationale. Why does this requirement exist? Which operational scenario or stakeholder need does it address? If you cannot answer that, the requirement may be speculative — and speculative requirements cost you engineering effort without delivering value.
The Mistakes That Will Cost You the Most
First-time requirements authors make predictable errors. These are the ones that most reliably produce integration problems and schedule overruns.
Compound requirements. Addressed above, but worth naming explicitly as a pattern. The test is simple: can this requirement fail two different ways? If yes, split it.
Performance ranges without rationale. “The system shall measure voltage in the range of 0V to 100V with accuracy of ±1%.” Why 100V? Why 1%? If you cannot answer those questions by referencing an operational scenario or a stakeholder need, your downstream team will arbitrarily choose whether to meet the high end or the low end when they face a cost-schedule tradeoff. Write the rationale into a note field attached to the requirement, not into the requirement statement itself.
Design-embedded requirements. This is the most common mistake and the hardest to see when you’re new. “The system shall use a dual-redundant CAN bus for inter-module communication” is not a requirement — it’s a design decision dressed as one. The underlying requirement might be “The system shall continue normal operation following any single communication link failure between modules.” State the need; let the architecture meet it.
Requirements without owners. Every requirement should have a name attached to it: the person responsible for verifying it and the person responsible for implementing it. Without ownership, requirements become theoretical artifacts that nobody checks.

The process above is correct and well-established. The problem is that knowing it intellectually doesn’t make you good at it. Requirements quality is built through feedback — you write a requirement, an experienced systems engineer tells you it’s compound or untestable, you revise it. Get external review before you circulate internally. This is often skipped. An hour with an experienced systems engineer — a consultant, a technical advisor, a contact at a partner company — on your first ten requirements will teach you more than a week of reading standards.

The Honest Summary
Writing your first System Requirements Document is a learnable skill, not a mystical discipline. The structure is real, the rules are clear, and the common mistakes are well-documented. What first-timers lack isn’t the knowledge — it’s the feedback loop that turns knowledge into judgment.
Start with operational scenarios. Decompose deliberately. Write requirements that are singular, testable, unambiguous, and traceable. And use tools that help you build the right habits from the beginning rather than ones that simply record whatever you write.
The document you produce in the first three months will shape how your team thinks about what they’re building for the next three years. That’s worth getting right.
