How Much Requirements Documentation Is Enough for FAA Certification?
The question comes up on almost every certification program, usually in one of two forms. Either a systems engineer asks it with genuine uncertainty — “Are we doing enough?” — or a program manager asks it with budget pressure in mind — “Are we doing too much?” Both questions deserve a direct answer, because the cost of getting this wrong runs in both directions.
The short answer: the FAA, through ARP4754A and DO-178C, specifies what categories of documentation must exist and what properties those documents must have. It does not mandate document volume, format, or prose density. The practical question is whether your artifacts provide the evidence an authorizing DER or ACO needs to verify that your process produced a safe, certifiable system. Everything beyond that is a choice — and choices have costs.
What the Standards Actually Require
ARP4754A is the aircraft-level systems development process standard. It defines the development and validation process for systems and items that contribute to aircraft-level functions. Its documentation requirements center on the following artifacts:
- A System Development Plan that documents how you will conduct development activities, including the tools you will use and the lifecycle you will follow
- Requirements at the aircraft function, system, and item level, with documented allocation and derivation
- Traceability from aircraft-level safety objectives down through system requirements to implementation and verification
- A Validation Summary demonstrating that requirements correctly reflect the intended function and safety objectives
- A Verification Summary demonstrating that the implemented system satisfies requirements
- Safety Assessment process outputs — FHA, PSSA, SSA — linked to the development artifacts
DO-178C covers software specifically. Its required artifacts by DAL are well-defined in Table A-1 through A-10 of the standard. At DAL A, you have eleven required software plans, seventeen required software development and verification standards, and a set of lifecycle data deliverables that include requirements, design, source code, executable object code, test cases, test procedures, test results, traceability data, and review records.
What the standard does not say is how many pages your Software Requirements Specification must be, how granular your low-level requirements must be beyond what is necessary to derive and verify test cases, or how much prose explanation your traceability matrix must contain. Those are engineering decisions.
Regulatory Expectation vs. Best Practice
The FAA’s regulatory expectation, enforced through your DER and ACO during stage-of-involvement reviews, is evidence-based: can you demonstrate that your process produced requirements that are correct, complete, unambiguous, verifiable, and traceable? The question is qualitative and artifact-centered, not quantitative.
Best practice, as understood by experienced certification engineers, goes further in several specific directions:
Rationale capture. The standards do not require you to document why you wrote a requirement the way you wrote it. Best practice says you should, especially for requirements derived from safety analysis or from novel design decisions. Rationale is the first thing a DER asks for when a requirement looks unusual, and if it lives only in someone’s memory, you have a gap that will surface at the worst possible time.
Assumption documentation. ARP4754A Section 5.3 addresses assumptions explicitly as part of the validation process. The requirement to validate assumptions is regulatory. The practice of making assumptions explicit in requirements artifacts goes beyond the minimum but is almost universally necessary in practice, because unvalidated assumptions are how certification programs accumulate late-stage findings.
Interface requirements completeness. DO-178C requires interface requirements as part of the software requirements data. The depth and formality of interface requirements documentation is a best-practice call, but programs that treat it lightly consistently accumulate findings during verification.
The distinction matters because best practice costs engineering time and must be applied proportionally. Not everything warrants rationale capture. Not every assumption needs a formal validation record. The skill is knowing which ones do.
The Consequences of Over-Documentation
Over-documentation is a real problem, and it does not announce itself. It accumulates gradually as programs add documentation requirements in response to previous findings, audit recommendations, or organizational caution. After several certification cycles, teams sometimes find themselves maintaining artifact sets that no one fully reads and that have become structurally disconnected from the actual engineering.
The specific costs are operational:
Maintenance burden. Every document that exists must be kept current. In a dynamic development program, requirements change. When you have high-volume documentation with fine-grained duplication across levels — the same requirement restated in a ConOps, a SYSRS, a software-level SRS, and a test plan — a single change requires four updates. Miss one, and you have a consistency finding. Programs that over-document frequently find that their actual risk is not safety-related; it is configuration management failure caused by documentation volume.
Audit complexity. When a DER or ACO reviewer arrives with a limited number of review hours, a documentation set that is larger than necessary means less review depth on the artifacts that matter. Reviewers will also find issues in low-value artifacts — formatting inconsistencies, cross-reference errors, ambiguous section headers — that consume response time without advancing the certification.
Engineer displacement. Technical writers and junior engineers spend disproportionate time on document production and maintenance. Senior systems engineers spend time in review cycles on documents. These are not neutral costs. Every hour spent formatting a document that provides marginal certification value is an hour not spent on requirements analysis, safety assessment, or verification planning.
The Consequences of Under-Documentation
Under-documentation has a different risk profile, and its costs tend to arrive later in the program when they are more expensive.
Certification gaps. If your traceability data does not cover the full requirements set — because you treated some requirements as obvious or implicit — you will accumulate open items that must be resolved before stage 4 review. Resolving them after the fact means analyzing requirements that were written without verification in mind, which often means rewriting them.
Finding responses. DER and ACO findings are not just administrative burdens. Each finding requires a formal response, often a corrective action, and occasionally a re-plan of verification activities. Finding responses consume weeks, sometimes months, especially when they involve software that must be re-verified against corrected requirements.
Safety assessment disconnects. ARP4754A requires that the safety assessment and the system requirements be linked. Programs that document requirements informally, or that allow requirements to evolve without updating safety assessment inputs, arrive at SSA closure with gaps that require reconstructive analysis. Reconstructive safety analysis is expensive and sometimes unpersuasive to a skeptical reviewer.
How Program Size and Novelty Shift the Baseline
The appropriate documentation investment is not constant across programs. Two variables dominate:
DAL and safety criticality. A DAL A function requires full independence in verification, complete MC/DC coverage, and exhaustive traceability. The documentation investment necessary to demonstrate that evidence is substantial. A DAL D function has significantly relaxed requirements under DO-178C Table A-10. Applying DAL A documentation discipline to DAL D software wastes resources. Applying DAL D discipline to DAL A software is a certification failure waiting to happen.
Novelty relative to prior certification basis. A derivative design with a limited change impact — a software change that touches a bounded set of modules on a previously certified platform — can leverage prior certification credit. The documentation burden for the change is proportional to the change, not to the full system. A novel aircraft with no applicable prior certification basis, or a design using new technology for which there is no established means of compliance, requires substantially more documentation investment because the evidence base must be built from the ground up. Novel AI-enabled functions, for example, are currently subject to evolving FAA policy, and programs incorporating them should expect documentation expectations to be higher than for equivalent conventional functions.
Programs that apply a uniform documentation template regardless of these variables are making a systematic error. The template should be a starting point, not a ceiling.
How Modern Tools Help Calibrate, Not Inflate
The instinct to produce more documentation in the face of certification uncertainty is understandable but counterproductive. What programs actually need is visibility into where the real gaps are — missing traceability, unvalidated requirements, safety analysis disconnects — rather than additional document volume that may or may not address those gaps.
This is where the architecture of your requirements management tooling matters. Tools built primarily around document production — hierarchical DOORS databases, template-heavy Word-based workflows, checklist-driven artifact generation — tend to encourage documentation inflation. They make it easy to add content and difficult to identify what is actually missing in terms of upstream-to-downstream completeness.

Where are your real gaps? Run a traceability completeness analysis before a review, not during one. Find the broken links in your model and address the engineering issues they represent. Adding prose to existing documents does not close traceability gaps; adding requirements and verification artifacts does.
Where is novelty highest? Apply heavier documentation investment — rationale, assumption records, more formal validation evidence — to the requirements associated with novel technology, novel failure modes, or novel interfaces. Apply lighter discipline to stable, derivative content.
What is the maintenance cost of what you are adding? Every artifact has a lifecycle. If you write it, you must keep it current. Add it only if it provides evidence that no other artifact provides.
Documentation is evidence. The question is not how much evidence you can produce — it is whether the evidence you produce is sufficient and credible. Those are different questions with different answers, and confusing them is how certification programs get expensive.
