How Do You Do Requirements Management for a Program Using Agile Hardware Development?

A systems engineering lead at a defense electronics company writes in:

“Our program manager just mandated SAFe across the whole program—hardware and software together. I’m the systems engineer responsible for requirements. My concern is that sprint-based development is going to erode requirements discipline. We have DO-254 artifacts to maintain, a CDR to pass, and a customer who expects formal traceability. How do I keep requirements rigorous while the program runs agile?”

This is a legitimate concern, and it’s more common than program managers often acknowledge when they roll out SAFe. The short answer: agile and rigorous requirements management are not mutually exclusive, but they require deliberate architecture. The mistake is treating SAFe as a monolith that replaces all prior engineering process. It doesn’t. SAFe is a delivery and coordination framework. Requirements engineering is a systems discipline. They operate at different levels, and that’s the key to making them work together.

The Core Distinction: What Stabilizes, What Iterates

The first thing to establish—before PI Planning, before the first sprint, before you write a single story—is which requirements layer lives where.

System-level requirements are not sprint artifacts. Your Level 1 requirements, derived from the system specification (SSS or equivalent), define what the product must do, under what conditions, and to what performance bounds. These are established through requirements analysis and negotiation with the customer before development begins. In a SAFe context, they map most naturally to the Solution Intent construct—the stable, authoritative record of what the system must accomplish. Changes to this layer require formal change control: a redlined specification, a change impact assessment, customer notification, and updated verification planning. None of that happens in a sprint review.

Subsystem and derived requirements are where iteration belongs. As design progresses, you allocate system requirements to subsystems, derive additional requirements from interface constraints and design decisions, and refine performance margins as analysis matures. This is naturally iterative—and this is where agile methods can genuinely help. A hardware team discovering through board-level simulation that a thermal constraint needs to be tightened at the subsystem level shouldn’t have to wait for a formal specification update cycle.   • Environmental or qualification testing (thermal cycling, vibration, EMC) operates on lab scheduling cycles, not sprint calendars

In practice, hardware-oriented PI increments of 10–12 weeks with internal sprints of 4–6 weeks are more defensible than two-week cadences. The 4–6 week sprint gives hardware engineers a meaningful unit of work—design a subsystem, simulate it, review it, iterate on the design—without creating artificial pressure to declare completion on a fabrication-constrained schedule.

What changes at sprint close for a hardware team isn’t necessarily a working increment of hardware (you may not have boards back yet). What changes is the requirements and design state: requirements have been allocated, simulations have been run against acceptance criteria, interface definitions have been updated, and verification planning has advanced. These artifacts are the sprint output for a hardware engineering team, and they need to be captured and baselined accordingly.

Traceability Artifacts That Must Survive Agile Iteration

This is the piece most programs get wrong. Teams assume that because they’re running agile, they can defer traceability reconstruction until the design review. That assumption is expensive and sometimes fatal to a program. Auditors and review boards don’t want to see traceability assembled in the two weeks before CDR. They want to see a living record that demonstrates requirements discipline throughout development.

The artifacts that must be maintained across iterations, updated at each sprint close:

Allocation tree / requirements hierarchy. System requirements allocated to subsystems, subsystem requirements allocated to assemblies or components. This needs to reflect current design decomposition, not the decomposition that existed at program start. Verification Cross-Reference Matrix (VCRM) / Requirements Verification Traceability Matrix (RVTM). This doesn’t have to be complete at sprint one, but it must be actively maintained. Verification method should be identified when the requirement is written, not after hardware is built.

Interface Control Documents (ICDs). Interface requirements are among the most volatile during development. Every sprint that touches an interface—mechanical, electrical, data, thermal—needs a corresponding ICD update. In SAFe terms, these are managed as shared dependencies between teams.

Change history and rationale. Every requirement change, including refinements to derived requirements, needs a recorded rationale. “Updated per simulation results from thermal model rev 2.3” is sufficient. What’s not acceptable to an auditor is a requirement that changed between reviews with no explanation.

Design review packages. SRR, PDR, and CDR aren’t replaced by PI reviews. They’re supplemented by them. The PI review demonstrates sprint-level progress and surfaces risk. Where Agile Actually Helps Requirements Management
