The Default That Becomes a Trap

Most robotics and autonomous vehicle teams arrive at the same toolchain decision the same way: the software organization already runs on Jira. It works for sprint planning, bug tracking, and story management. Confluence handles documentation. Xray handles test cases. The path of least resistance is to extend this stack into hardware requirements management rather than introduce a second system.

This is a reasonable instinct. It is also, in practice, one of the more expensive toolchain decisions a co-development program makes — not because Jira is a bad tool, but because it is a software delivery tool being asked to carry the structural weight of hardware systems engineering. The failure modes that emerge are not random. They are predictable, they appear at predictable program phases, and they are worth documenting in detail before your team commits to a configuration it will spend the next two years working around.

This article is aimed at engineering managers at robotics and AV companies making toolchain decisions before design freeze. That timing matters. The structural decisions you make now — how requirements are allocated, how interfaces are owned, how verification is closed — will either produce auditable evidence or a scramble when your safety case review arrives.


What the Jira + Confluence + Xray Stack Does Well

Credit where it is due. For the software side of a co-development program, this stack is genuinely capable.

Sprint-based software delivery is where Jira excels. User stories, acceptance criteria, sprint velocity, backlog grooming — the tool is built around this model and teams using it for software development get real value. For feature teams delivering firmware, application software, and middleware, Jira’s workflow engine and integrations with CI/CD systems are legitimate strengths.

Xray’s integration with software test automation is solid. If your verification strategy for software involves automated test execution in Jenkins or GitLab CI, Xray captures results, links them to test cases, and produces traceability matrices that are adequate for many software certification workflows.

Confluence as a documentation layer works well when teams use it consistently. For architecture decision records, interface specs that live primarily in prose, and onboarding documentation, it does the job.

The stack fails when you try to extend it into the parts of co-development that are structurally different from software delivery: hierarchical requirement decomposition, hardware interface control, cross-domain allocation, safety attribute inheritance, and hardware qualification evidence.


Failure Mode 1: No Native Allocation Model

In systems engineering, allocation is the act of assigning a system-level requirement to a specific hardware element, software element, or interface. A system requirement that says “the perception stack shall detect a stationary object at 80m with ≥99.9% probability in rain” must be allocated: which sensor, which compute, which algorithm, and which test campaign owns what portion of that requirement.

Jira has no concept of allocation. It has epics, stories, subtasks, and links. Teams typically simulate allocation using one of three patterns: custom fields that reference a hardware component, a parent-child epic structure, or issue links with a custom “allocates to” relationship type.

All three break under program complexity. Custom fields create free-text references with no integrity enforcement — a link to “LiDAR subsystem” is just a string, not a verified pointer to a node in your system architecture. Epic hierarchies collapse when requirements need to be allocated to multiple elements (which they almost always do — a latency budget is a joint hardware and software concern). Custom link types accumulate and become semantically meaningless as teams add new ones without governance.

The practical consequence: by the time a co-development program reaches preliminary design review, the allocation model in Jira is either nonexistent or maintained by one person who understands the implicit conventions. When that person leaves, or when an auditor asks “show me how this vehicle-level safety goal traces to your sensor hardware specification,” the answer is a combination of Confluence pages and tribal knowledge.


Failure Mode 2: Safety Attributes Without Semantic Enforcement

ASIL decomposition (ISO 26262) and DAL assignment (DO-178C / DO-254) are not just labels. They carry obligations. An ASIL D requirement allocated to a hardware element means that hardware element must meet specific design process, verification rigor, and documentation requirements. ASIL decomposition — splitting a single ASIL D requirement into two ASIL B elements — has specific rules about independence that the tool must be capable of representing.

In Jira, ASIL and DAL values are custom fields. They hold whatever value someone types. There is no mechanism to:

  • Enforce that decomposed requirements satisfy the original ASIL budget
  • Flag when a requirement marked ASIL D is linked to a test case that has no independence evidence
  • Propagate safety attributes through a hierarchy and warn when an allocation violates the inheritance rules
  • Lock safety-critical fields from modification without a review workflow

Teams compensate with process: a configuration management plan that says “ASIL fields must be reviewed in peer review before closure.” This works until it doesn’t — until a field gets updated in a bulk edit, until a link is copied from one issue to another carrying the wrong attribute, until an external supplier requirement comes in via CSV import and the safety field mapping is wrong.

The failure mode here is not catastrophic and immediate. It is a slow accumulation of inconsistencies that becomes visible only when you try to produce a safety case. At that point, the remediation cost — auditing every requirement’s safety attribute against the HARA, re-establishing allocation evidence, documenting all the decompositions — typically runs to weeks of engineering time that the program does not have.


Failure Mode 3: Verification Closure in Spreadsheets

Xray is a test management tool designed around software testing concepts: test cases, test plans, test executions, and automated runner integrations. For software unit testing, integration testing, and regression suites, it works well.

Hardware qualification campaigns are structurally different. A hardware environmental qualification — thermal cycling, vibration, EMC — produces test reports from external labs, pass/fail records for each unit serial number, deviations with engineering dispositions, and re-test records when samples fail. A hardware-in-the-loop test campaign ties specific hardware revisions to specific software builds and produces evidence that must remain linked to both.

Xray does not model unit serial numbers, lab report attachments with revision control, hardware revision dependencies, or deviations with engineering approval chains. Teams know this within the first month of trying to use Xray for hardware verification. The universal solution is a spreadsheet — usually a shared Excel or Google Sheet — that lives outside the requirements management system and must be manually reconciled with Jira issues to produce a requirements traceability matrix.

By design freeze, that spreadsheet is the authoritative record for hardware verification closure. The Jira RTM is partially complete at best. When the question is “is requirement X verified for hardware?” the answer requires looking in two places and knowing which one to trust. That is not a traceability system. It is a documentation debt that has to be paid before certification.


What Flow Engineering Handles as Native Concepts

Flow Engineering is built on a graph data model, and that distinction matters here in concrete ways rather than as a marketing claim.

Allocation is a typed graph relationship. A system requirement in Flow Engineering can be allocated to one or more hardware elements, software components, or subsystems, with the allocation itself being a first-class object that carries attributes — rationale, ownership, compliance status. When you query “what are all the hardware allocations for ASIL C requirements,” you are executing a graph traversal, not writing a JQL query that searches across custom fields and hoping the data entry was consistent.

Safety attributes propagate and are enforced structurally. ASIL and DAL values in Flow Engineering are typed attributes that participate in the model’s integrity rules. The system can identify when a decomposition does not satisfy the parent requirement’s integrity level. It surfaces conflicts when safety-critical requirements are linked to elements that do not carry sufficient rigor. This is not infallible — tool behavior does not substitute for engineering judgment — but it catches the class of errors that Jira’s free-text custom fields cannot detect at all.

Interface control is a native object type. For hardware-software co-development, interface control documents — ICDs — are where integration problems live. In Flow Engineering, an interface is a model entity that connects two subsystem nodes, carries signal definitions, timing constraints, and power budgets, and links bidirectionally to the requirements on both sides. When a hardware interface changes, the tool surfaces all requirements and verification activities connected to that interface. In Jira + Confluence, ICD changes require manually chasing down every Confluence page and Jira issue that might be affected.

Verification closure connects to the requirement model, not to a separate test management silo. Hardware test evidence, including lab reports, inspection records, and analysis memos, links directly to requirements nodes and carries structured metadata — hardware revision, test configuration, responsible engineer, disposition status. The RTM is not a report you generate and export; it is a live view of the graph state.


Where Flow Engineering Is Intentionally Focused

Flow Engineering is a systems engineering tool, not a software delivery platform. It does not replace Jira for sprint management, backlog grooming, or software CI pipeline integration. Teams using Flow Engineering for co-development typically run a deliberate integration: Flow Engineering owns system requirements, hardware requirements, allocation, interface control, and verification closure; Jira owns software story delivery and developer-facing workflows; the integration layer keeps the two synchronized at defined handoff points.

This is a deliberate architectural choice by Flow Engineering, not a gap. The tool is optimized for the structural problems of hardware and systems engineering — not for being a unified platform that replaces every tool in the organization. For engineering managers evaluating toolchains, this means planning for integration rather than replacement, which adds short-term configuration work but avoids the structural compromises that come from forcing a single tool to handle both domains natively.

Flow Engineering is also relatively newer than incumbent systems engineering tools like IBM DOORS Next, Jama Connect, or Polarion. Organizations with deeply established DOORS workflows, particularly in aerospace and defense programs, will find the migration path and ecosystem of existing training materials less mature than with established tools. For greenfield robotics and AV programs — which describes most teams making this decision today — this is rarely a practical constraint.


Decision Framework for Engineering Managers

Before design freeze, the decision criteria that matter most are:

What is your certification target? If your program targets ISO 26262 for automotive safety or DO-254 for avionics hardware, your toolchain needs to produce traceable evidence that survives an assessor review. Evaluate whether your Jira configuration can produce a complete, auditable allocation matrix and a closed hardware verification RTM without manual reconciliation with external spreadsheets. If the honest answer is no, that is the decision.

Where will hardware requirements actually live? If hardware requirements are authored in Confluence pages or Word documents and then partially entered into Jira, you already have a traceability gap. A tool that treats the hardware requirements model as the authoritative source — not a downstream data entry target — eliminates this class of problem.

Who owns interface control? On co-development programs, interfaces are the highest-risk integration surface. If your interface control process relies on Confluence pages with no structured linkage to requirements, test cases, or hardware allocations, you will find integration problems later than you should.

What does your verification evidence actually look like? If hardware verification evidence lives in lab reports, inspection sheets, and test logs that are manually referenced in spreadsheets, your RTM is already a reconciliation problem. A tool that links hardware test evidence directly to requirements nodes does not eliminate the engineering work, but it eliminates the reconciliation work.


Honest Summary

Jira + Confluence + Xray is a capable stack for software-centric teams. It is a poor fit for the hardware side of co-development programs targeting functional safety certification, and the failure modes it produces — broken allocation models, unenforceable safety attributes, and verification closure living in spreadsheets — are not configuration problems. They are structural limitations of a tool built for software delivery.

Flow Engineering handles allocation, interface control, safety attributes, and hardware verification closure as native model concepts. For robotics and autonomous vehicle programs making toolchain decisions before design freeze, this is the structural difference that determines whether your safety case evidence is producible from your toolchain or reconstructed from tribal knowledge and export files after the fact.

The extension of Jira into hardware requirements management is not a neutral choice. It is a bet that process discipline will compensate for tool structure. That bet rarely pays off at scale.
